Azerbaijan’s State Commission on Prisoners of War, Hostages and Missing Persons has registered 3,890 missing persons, of whom 3,171 are military. Of the 719 missing civilians, 71 are children, 267 are women, and 326 are elderly.
From the Second Karabakh War, the Azerbaijani authorities have reported a total of 6 missing persons.
In 2022, at the invitation of the respective authorities ICMP visited Armenia and Azerbaijan. With the authorities’ political will to step up their efforts to account for the missing, during June and July of 2023 ICMP conducted an assessment of the issue in each country. Through in-country visits and meetings with key stakeholders, the assessment examined the engagement of relevant governmental and judicial institutions; the status of legislative frameworks, and scientific and technical capacities; data collection and data analysis capacities; the participation of families of the missing, advocacy groups and other members of civil society, with an emphasis on female-led organizations; and cooperative mechanisms, among other areas of interest. These reports were to be presented by the end of 2023.
