Conflict and instability in Afghanistan since 1979 has left hundreds of thousands missing or displaced. 

A Human Rights Watch report published in November 2021 found that summary killings and enforced disappearances had taken place in the months since the Taliban returned to power, “despite the Taliban’s announced amnesty for former government civilian and military officials and reassurances from the Taliban leadership that they would hold their forces accountable for violations of the amnesty order.”

Afghanistan acceded to the ICMP Treaty in October 2019.
