ICMP and GASIMP Hold Coordination Meeting in Tunisia, And Sign Agreement

Tunis, 28 April 2026 — The International Commission on Missing Persons (ICMP) and Libya’s General Authority for the Search and Identification of Missing Persons (GASIMP) held a coordination meeting in Tunis today, focused on the adoption and implementation of ICMP’s Integrated Data Management System (iDMS). The meeting concluded with the signing of an End User License Agreement (EULA), as part of ongoing cooperation under ICMP’s Libya Program.

At today’s meeting, representatives of ICMP and GASIMP discussed institutional needs, data collection and storage practices, software requirements, technical support, and future implementation plans. GASIMP presented updates on its mandate, legal framework, staff structure, current activities, and strategic priorities, while ICMP outlined its proposed training strategy and capacity-building support.

Discussion also covered practical steps that are required to make cooperation operational, as well as next steps for supporting GASIMP’s use of the iDMS.

“The adoption of ICMP’s iDMS reflects the continued commitment of ICMP and GASIMP to strengthening a coordinated and effective response to the issue of missing persons in Libya,” said Patrick White, Head of ICMP’s Libya Program. “Through cooperation and capacity building, we aim to support national institutions in developing sustainable mechanisms that improve data management and deliver answers to families seeking the truth about the fate of their missing loved ones.”

The meeting emphasized the importance of support and institutional training in advancing efforts to search for and identify missing persons in Libya.

“The adoption of ICMP’s iDMS marks an important step in strengthening GASIMP’s ability to manage missing persons data in a more systematic and secure way,” said GASIMP Chair Prof. Dr. Kamal Abubaker. “This cooperation supports our efforts to improve coordination, enhance institutional capacity, and move closer to providing answers to families.”

As part of the broader cooperation framework, ICMP and GASIMP also signed an End User License Agreement (EULA), formalizing the terms for the use of the iDMS and supporting the partnership between the two institutions.

Deputy Ambassador of the Netherlands to Libya, Heleen Baartmans, said, “Today’s signing of the End User License Agreement marks more than a technical step forward; it represents a meaningful commitment to truth, accountability, and dignity. Through this cooperation, we are strengthening Libya’s capacity to address one of the most painful legacies of conflict: the fate of missing persons.”

Today’s meeting was facilitated through the support for ICMP’s Libya Program provided by the government of the Netherlands.
