The Netherlands Continues Its Support for ICMP

The Hague, 3 July 2025 – The Government of the Netherlands announced today its continued support for the International Commission on Missing Persons (ICMP) through a grant of €1.5 million, over three years. The funding will contribute to ICMP’s Main Program, which supports the organization’s global efforts to account for missing persons and secure the rights of families of the missing to truth, justice and reparations. 

ICMP’s Main Program provides strategic direction, oversight, and support to its geographic programs. The Main Program consists of six Horizontal Programs, or “knowledge programs”: these are Institution Building, Civil Society Initiatives, Science and Technology, Data Systems and Data Coordination, the Wim Kok Center for Excellence and Learning, and the Secretariat, which supports ICMP’s Treaty or Statutory and Subsidiary Bodies.

“The numbers of missing persons are rising around the world due to an increase in conflict, the consequences of global warming, and more and more cases of missing migrants,” said ICMP Director-General Kathryne Bomberger. “We are grateful for the continued, generous support of the Netherlands, which increases ICMP’s ability to respond to these challenges. This funding will enable ICMP to develop its knowledge programs to help governments, families of the missing and others to create sustainable processes to locate missing persons in a manner that adheres to international best practice.”

“The Netherlands has been a long-standing supporter of ICMP’s work as part of a broader international effort to uphold the rule of law and foster confidence in reconstruction and recovery after conflicts and disasters,” said Mark Zellenrath, Director for Multilateral Organizations and Human Rights at the Ministry of Foreign Affairs of the Kingdom of the Netherlands.  “Addressing the issue of missing persons is a basic and necessary building block in establishing and maintaining sustainable peace and stability.”

The Netherlands has been a key supporter of ICMP since 1999 and was among the original signatories of the ICMP Treaty in 2014. In 2015, ICMP signed a Headquarters Agreement with the Government of the Netherlands and moved its Headquarters to The Hague. Three eminent Dutch politicians have served on ICMP’s Board of Commissioners: former Foreign Minister, Max van der Stoel, former Prime Minister Wim Kok, and the current Commissioner, former Foreign Minister Bert Koenders.

ICMP is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, irregular migration and other causes and to assist them in doing so. ICMP also supports the work of other organizations in their efforts, encourages public involvement in its activities, and contributes to the development of appropriate expressions of commemoration and tribute to the missing.
