[:en]11 October 2011: A group of four Montenegrin scientists from the Forensic Center Police Directorate of Montenegro today completed a six day training course organized and implemented by the International Commission on Missing Persons (ICMP) in Sarajevo and Tuzla. The training was a part of a larger project called ‘Strengthening the Capacities of the Montenegrin Police Administration’, funded by the European Union’s IPA Twinning Project, and was aimed at improving Montenegrin forensic capabilities.
ICMP experts provided the group of Montenegrin scientists with theoretical and practical training in bone sampling, processing, extraction, kinship statistics and reporting. The scientists were also provided with introductory training in using the DNA•VIEW computer software and will be provided an on-site training in Montenegro.
“In addition to ICMP’s scientific work which we immensely respect, it is admirable how ICMP managed to completely overcome all the divisions in Bosnia and Herzegovina and jointly, with people from Bosnia and Herzegovina, humanely assist Bosnia and Herzegovina in identifying missing persons from the conflicts. From the scientific point of view, the experience given to us during this visit and training at the ICMP is invaluable and will definitely be implemented in our own laboratory in the future, because ICMP is the most experienced organization in dealing with this issue. We are especially grateful for the openness and unselfish approach of the ICMP staff in providing us information from ICMP’s extensive experience.”, said Dr Sandra Kovačević, head of the Group for Biological Analyses of Montenegro’s Forensic Center Police Directorate, following the training.

ICMP is actively involved in helping governments and other institutions in various parts of the world address social and political issues related to missing persons and establish effective identification systems in the wake of conflict or natural disaster.
ICMP endeavors to secure the co-operation of governments and other authorities in locating and identifying persons missing as a result of armed conflicts, other hostilities or violations of human rights and to assist them in doing so. ICMP also supports the work of other organizations in their efforts, encourages public involvement in its activities and contributes to the development of appropriate expressions of commemoration and tribute to the missing.[:bs]Četiri crnogorska naučnika iz Forenzičkog centra Uprave policije Crne Gore završili su danas šestodnevnu obuku koju je u Sarajevu i Tuzli organizovala i provela Međunarodna komisija za nestale osobe (ICMP). Obuka je dio većeg projekta nazvanog “Jačanje kapaciteta Uprave policije”, koji se finansira kroz IPA twining projekt Europske unije, usmjeren na jačanje forenzičkih potencijala Crne Gore.
ICMP-ovi stručnjaci pružili su grupi crnogorskih naučnika teorijsku i praktičnu obuku procesima uzimanja koštanih uzoraka, njihovoj obradi, ekstrakciji, utvrđivanju vjerovatnoće krvnog srodstva i izvještavanju. Naučnici su dobili i uvodne informacije o korištenju kompjuterskog programa DNAView, te će im biti osigurana i obuka u Crnoj Gori.
“Osim što izuzetno cijenimo ICMP-ov naučni rad, zadivljeni smo činjenicom da je ICMP u potpunosti uspio prevazići sve podjele u Bosni i Hercegovini i udruženim snagama, sa ljudima iz Bosne i Hercegovine, radi na humanom zadatku identifikacije nestalih osoba. S obzirom na to da je upravo ICMP najiskusniji u rješavanju ovog pitanja, sa naučne strane je iskustvo preneseno u toku ove posjete i obuke u ICMP-u neprocijenjivo, jer će stečeno znanje u budućnosti biti implementirano u našoj laboratoriji. Posebno smo zahvalni za otvorenost i nesebičan pristup u pružanju svih informacija iz dugogodišnjeg iskustva ICMP-a”, rekla je nakon treninga dr. Sandra Kovačević, direktorica Grupe za biološke analize Forenzičkog centra Uprave policije Crne Gore.
“ICMP je privilegovan jer je uključen u projekat izgradnje kapaciteta kroz pružanje pomoći u razvoju forenzičkih potencijala Forenzičkog centra u Crnoj Gori. Divimo se predanosti i posvećenosti koju su pokazali crnogorski stručnjaci u cilju daljeg profesionalnog razvoja njihovog laboratorija. ICMP se nada da će biti u mogućnosti nastaviti saradnju sa stručnjacima iz Crne Gore i raduje se vijestima o razvoju crnogorske laboratorije”, rekla je Kitty Lai, koordinatorica ICMP-a za obuke.
ICMP aktivno sudjeluje u procesu pružanja pomoći vladama i drugim institucijama u raznim dijelovima svijeta prilikom rješavanja socijalnih i političkih pitanja u vezi sa nestalim osobama, kao i uspostavljanju efikasnih sistema identifikacije nakon sukoba ili prirodnih nepogoda.
ICMP nastoji obezbijediti saradnju vlada i drugih organa vlasti pri lociranju i identifikovanju osoba nestalih tokom oružanih sukoba, drugih oblika neprijateljstva ili kršenja ljudskih prava, te nastoji pružiti pomoć u provođenju ovih aktivnosti. ICMP podržava rad drugih organizacija, te podstiče javnost da se uključi u ove aktivnosti i na taj način da svoj doprinos odavanju počasti nestalim osobama.[:ar][:es][:]
