[:en]The Hague, 8 April 2022 – The International Commission on Missing Persons (ICMP) convened this week an online coordination meeting between international organizations whose work is relevant to supporting Libya’s efforts to locate missing and disappeared persons from armed conflict, human rights abuses, migration and other circumstances.
The focus of the “Interagency Roundtable” is to support Libya’s efforts to create a sustainable missing persons strategy. The meeting follows the creation of a Libyan Expert Group on Missing and Disappeared Persons, which was launched in The Hague on 20 March 2022 with ICMP’s facilitation.
Speaking on Thursday at the roundtable meeting, ICMP Director-General Kathryne Bomberger said an effective missing persons process in Libya will benefit from the creation of a central record, enhanced cooperation between the relevant institutions, a program of capacity building, and a dedicated DNA workflow to find all missing persons, regardless of ethnic, national or religious background, whether they are Libyan or non-Libyan and regardless of the circumstances of their disappearance or any other factor.
“Libya has made progress since 2013 in laying the groundwork for a sustainable missing persons process that is based on the rule of law.” added Ms. Bomberger, “however, ensuring proper coordination between the relevant ministries and institutions is critical for the long-term. In addition, Libya has a shared responsibility with Europe to address the issue of dead and missing migrants in the Mediterranean.”
At the conclusion of the Inter-Agency meeting, participants agreed to meet regularly to address common challenges and share best practices to support Libya in this complex undertaking.
Participating organizations in the meeting included United Nations Office on Drugs and Crime (UNODC), International Organization for Migration (IOM) Libya, the Office of the Special Envoy for the Central Mediterranean at the United Nations High Commissioner office for Refugees (UNHCR), the European Union Border Assistance Mission in Libya, and the United Nation Support Mission in Libya (UNSMIL).
In March, the newly-formed Libyan Expert Group on Missing and Disappeared Persons held its first meeting in The Hague with the support of ICMP. The meeting focused on steps that will strengthen the legal and institutional framework in Libya, enhance standards and procedures applied in investigations, strengthen forensic capacities, and enhance data privacy measures and work with families of the missing. Participants also discussed measures that are urgently needed to protect and investigate mass graves in and around Tarhuna. The Expert Group included representatives from the Ministry of Justice, the Ministry of Interior, the General Authority for the Search and Identification of Missing Persons (GASIMP), and other Libyan forensic, judicial and law enforcement experts.
The launch of the Interagency Roundtable is supported by the Government of the Netherlands.

لاهاي،8 أبريل 2022 – عقدت اللجنة الدولية لشؤون المفقودين (ICMP) اجتماعا تنسيقيا عبر الإنترنت بين المنظمات الدولية التي يرتبط عملها بدعم جهود ليبيا لتحديد مكان الأشخاص المفقودين والمختفين من النزاع المسلح وانتهاكات حقوق الإنسان والهجرة وغيرها من الظروف.
ينصب تركيز „المائدة المستديرة المشتركة بين الوكالات“ على دعم جهود ليبيا لوضع استراتيجية مستدامة للأشخاص المفقودين . ويأتي هذا الاجتماع في أعقاب إنشاء فريق الخبراء الليبيين المعني بالمفقودين والمختفين، والذي تم إطلاقه في لاهاي في 20 مارس 2022 بتسهيل من اللجنة الدولية لشؤون المفقودين.
متحدثة يوم الخميس في اجتماع المائدة المستديرة ، قالت المديرة العامة للجنة الدولية لشؤون المفقودين كاثرين بومبرغر إن عملية فعالة للأشخاص المفقودين في ليبيا ستستفيد من إنشاء سجل مركزي ، وتعزيز التعاون بين المؤسسات ذات الصلة ، وبرنامج لبناء القدرات ، وسير عمل مخصص للحمض النووي للعثور على جميع الأشخاص المفقودين ، بغض النظر عن الخلفية العرقية أو القومية أو الدينية ، سواء كانوا ليبيين أو غير ليبيين وبغض النظر عن ظروف اختفائهم أو أي عامل آخر.
„لقد أحرزت ليبيا تقدما منذ عام 2013 في إرساء الأساس لعملية مستدامة للأشخاص المفقودين تستند إلى سيادة القانون. وأضافت السيدة بومبرغر „ومع ذلك، فإن ضمان التنسيق السليم بين الوزارات والمؤسسات ذات الصلة أمر بالغ الأهمية على المدى الطويل. بالإضافة إلى ذلك، تتحمل ليبيا مسؤولية مشتركة مع أوروبا لمعالجة قضية المهاجرين القتلى والمفقودين في البحر الأبيض المتوسط“.
وفي ختام الاجتماع المشترك بين الوكالات، اتفق المشاركون على الاجتماع بانتظام للتصدي للتحديات المشتركة وتبادل أفضل الممارسات لإشراك ليبيا في هذا المشروع المكتمل.
وشملت المنظمات المشاركة في الاجتماع مكتب الأمم المتحدة المعني بالمخدرات والجريمة، والمنظمة الدولية للهجرة في ليبيا، ومكتب المبعوث الخاص لوسط البحر الأبيض المتوسط في مفوضية الأمم المتحدة لشؤون اللاجئين، وبعثة الاتحاد الأوروبي للمساعدة الحدودية في ليبيا، ومفوضية الأمم المتحدة لشؤون اللاجئين. بعثة الأمم المتحدة للدعم في ليبيا (UNSMIL).
في مارس/آذار، عقد فريق الخبراء الليبيين المعني بالمفقودين والمختفين الذي تم تشكيله حديثا اجتماعه الأول في لاهاي بدعم من اللجنة الدولية لشؤون المفقودين. وركز الاجتماع على الخطوات التي من شأنها تعزيز الإطار القانوني والمؤسسي في ليبيا، وتعزيز المعايير والإجراءات المطبقة في التحقيقات، وتعزيز قدرات الطب الشرعي، وتعزيز تدابير خصوصية البيانات والعمل مع عائلات المفقودين. كما ناقش المشاركون التدابير التي تمس الحاجة إليها لحماية المقابر الجماعية في ترهونة وحولها والتحقيق فيها. وضم فريق الخبراء ممثلين عن وزارة العدل، ووزارة الداخلية، والهيئة العامة للبحث عن الأشخاص المفقودين وتحديد هويتهم، وغيرهم من خبراء الطب الشرعي والقضاء وإنفاذ القانون الليبيين.
وتدعم حكومة هولندا إطلاق اجتماع المائدة المستديرة المشترك بين الوكالات .

اللجنة الدولية لشؤون المفقودين هي منظمة حكومية دولية قائمة على المعاهدات تسعى إلى ضمان تعاون الحكومات وغيرها في تحديد مكان الأشخاص المفقودين من النزاعات وانتهاكات حقوق الإنسان والكوارث والجريمة المنظمة والهجرة وغيرها من الأسباب ، ومساعدتهم في القيام بذلك. تدعم اللجنة الدولية لشؤون المفقودين أيضا عمل المنظمات الأخرى في جهودها ، وتشجع مشاركة الجمهور في أنشطتها وتساهم في تطوير التعبيرات المناسبة لإحياء ذكرى المفقودين وتكريمهم.
