[:en]March 19, 2020 – The International Commission on Missing Persons (ICMP) is supporting Iraq’s National Team in fieldwork to locate and recover human remains and to document criminal evidence from a mass grave near the Badoush prison.
Forensic work at the site, where Da’esh allegedly massacred hundreds of prisoners in 2014, began 7 March. Experts from Iraq’s Mass Graves Directorate and Medico-Legal Directorate, supported by ICMP, mapped the area and recovered human remains of the site. The team suspended its work on 16 March following the Iraqi government’s decision to restrict movement to prevent the spread of the Corona virus. The site – a shallow ravine- is being safeguarded, and forensic work, including excavations, will resume when the situation allows.
“It is a complex site because the human remains are dispersed over a large area, but the work was going well until it had to be halted due to Covid-19,” said Caroline Barker, head of ICMP’s Archeology and Anthropology Division, who was at the site in Iraq. “The start of this fieldwork is an important step for Iraq that could bring answers to many families who suspect that their missing relatives are among the victims.”
ICMP also is supporting Iraqi authorities’ efforts to reach out to surviving families of the victims to collect data, including reference samples for genetic testing to help identify the mortal remains found in the mass grave.
ICMP began working with Iraqi institutions in 2005. It established an office in Baghdad in 2008 and in Erbil in 2010. ICMP’s goal is to assist Iraq in creating a sustainable process to locate all missing persons, regardless of the period of disappearance, the circumstances, or the national/sectarian origin of the missing persons and to secure the rights of all surviving families to truth, justice and reparations. ICMP is also helping Iraq create purpose specific institutions and legislation that are key to a sustainable process.

Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, irregular migration and other causes and to assist them in doing so. It is the only international organization tasked exclusively to work on the issue of missing persons.

19/03/2020 -تدعم اللجنة الدولية لشؤون المفقودين الفريق الوطني العراقي في العمل الميداني لتحديد موقع الرفات البشرية واستعادتها وتوثيق الأدلة الجنائية في المقبرة الجماعية الواقعة بالقرب من سجن بادوش.
بدأ عمل الطب الشرعي في الموقع ، حيث ذُكر أن داعش ذبح مئات السجناء في 7 آذار لعام 2014. قام خبراء من مديرية المقابر الجماعية العراقية دائرة الطب العدلي ، بدعم من اللجنة الدولية لشؤون المفقودين ، برسم خريطة للمنطقة واستعادة الرفات البشرية في للموقع. استأنف الفريق عمله في 16 من الشهر الحالي بعد قرار الحكومة العراقية بتقييد الحركة لمنع انتشار فيروس كورونا. في الوقت الحالي يتم حماية الموقع – واد ضحل – وسيتم استئناف أعمال الطب الشرعي ، بما في ذلك الحفريات ، عندما يسمح الوضع بذلك..
العمل في الموقع كان معقدًا لأن البقايا البشرية منتشرة على مساحة كبيرة لكن العمل كان مستمرا بشكل جيد ومثمر لحين استأنافه وذلك استنادا الى تعليمات الحكومة العراقية لمنع انتشار فايروس كورونا وقالت كارولين باركر ، رئيسة قسم علم الآثار والأنثروبولوجيا في اللجنة الدولية لشؤون المفقودين (ان بداية هذا العمل الميداني خطوة مهمة للعراق لانها توفر اجابات للعوائل الذين تشك بوجود اقارب لهم من بين الضحايا في هذا الموقع).
كما تدعم اللجنة الدولية لشؤون المفقودين جهود السلطات العراقية للوصول إلى أسر الضحايا الباقين على قيد الحياة لجمع البيانات ، بما في ذلك عينات الدم المرجعية للاختبارات الجينية والمساعدة في التعرف على رفات الضحايا الموجودة في المقبرة الجماعية.
بدأت اللجنة الدولية لشؤون المفقودين العمل مع المؤسسات العراقية في عام 2005. وأنشأت مكتبًا في بغداد عام 2008 وفي أربيل عام 2010. وتهدف اللجنة الدولية لشؤون المفقودين إلى مساعدة العراق في خلق عملية مستدامة لتحديد اماكان جميع الاشخاص المفقودين ، بغض النظر عن فترة الاختفاء والظروف ، أو الأصل القومي / العرقي للمفقودين وتأمين حقوق جميع الأسر الباقية في معرفة الحقيقة والعدالة و الحقوق الخاصه بالتعويضات. كما تساعد اللجنة الدولية لشؤون المفقودين العراق على إنشاء مؤسسات وتشريعات محددة الغرض.
يتم دعم عمل اللجنة الدولية لشؤون المفقودين في العراق من قبل مملكة هولندا.
اللجنة الدولية لشؤون المفقودين هي منظمة دولية قائمة على المعاهدات العالمية ويقع مقرها الرئيسي في لاهاي / هولندا. وتتمثل مهمتها في ضمان تعاون الحكومات والجهات الاخرى في تحديد مكان المفقودين باثر النزاعات وانتهاكات حقوق الإنسان والكوارث والجريمة المنظمة والهجرة غير النظامية وغيرها من الأسباب ومساعدتهم في القيام بذلك. وهي المنظمة الدولية الوحيدة المكلفة حصرا بالعمل على قضية الأشخاص المفقودين.
