ICMP Publishes 2026 Program and Budget Outlining Activities and Resource Allocation for the Year

The Hague, 4 December 2025 – Today, the International Commission on Missing Persons (ICMP) publishes its Program & Budget for 2026, setting out how it will continue to support governments and families of the missing worldwide in addressing the issue of missing and disappeared persons.

The Program and Budget outlines ICMP’s priorities for the year ahead, including critical work in Ukraine, Syria, Iraq, the Western Balkans, the South Caucasus, Vietnam, Libya, and other regions where the scale and complexity of missing persons cases continue to grow. It also reflects ICMP’s transition to IPSAS accounting standards and provides an overview of resources allocated for 2026.

ICMP’s ability to achieve results rests on the strength of its core capacities – its accredited DNA laboratories, global data and technology systems, forensic expertise, policy and governance support, and sustained engagement with civil society and families of the missing. The Program and Budget underlines how these functions underpin ICMP’s work across the globe and how they have been developed in close partnership with ICMP’s donors.

“ICMP enters 2026 with a clear set of priorities and a strong foundation built over years of collaboration with our partners and donors,” ICMP Director-General Kathryne Bomberger said today. “With continued support, we are ready to respond globally wherever missing persons cases demand attention.”

The Program and Budget was presented to ICMP’s Financial Committee on 12 November and to ICMP’s Board of Commissioners on 22 November.
